Urban water supply is a low-volume, high-value use. The value usually ranges between 10(six Pesos) and 100 US
cents per cubic meter. Conventional methods of financing and operating- the extraction, transmission, treatment and
distribution systems- are relatively high when compared to the opportunity costs (imposed on others as a result of use
of the water). Since, water is absolutely essential for existence, governments all over the world treated it as merit good.
