The launch of various e-government initiatives (Refer Exhibit II) by the GoAP accelerated when N. Chandrababu Naidu (Naidu), the chief minister of AP, laid down the vision for the state known as Vision 2020 (Refer Exhibit III).

J Satyanarayana (Satyanarayana) explained the rationale for implementing several e-government initiatives by GoAP, "The introduction of e-governance systems is not being forced on us by public pressure. In fact, there is no real ground level demand for e-governance. But the government believes that e-governance systems should be pushed into the state if our vision of transforming AP into a knowledge economy is to be achieved."5

One of the earliest major e-government initiatives taken by the GoAP was Computer-Aided Administration of Registration Department (CARD). Conceived in 1996 as a pilot project for testing the efficacy of computerizing the land registration process, CARD was later implemented across the state.

The CARD project was adjudged one of the ten finalists in the International Innovation awards program instituted by the Commonwealth Association for Public Administration and Management (CAPAM).6

Appreciating the CARD project, CAPAM's website stated that "CARD is a successful project of electronic governance, which has revolutionized the process of registration of legal documents at 214 offices in the State of Andhra Pradesh, India. The quality and turnaround time for all registration services have dramatically improved. This highly visible project has tremendous replication potential all over India."7...
